WPPDC East Project Description
The WPPDC East Universal Broadband Project is a project funded through a $87,003,888 grant from the Virginia Department of Housing and Community Developmentās (DHCD) Virginia Telecommunication Initiative (VATI) Program with $65,421,347 in match funding from RiverStreet Networks and local government partners. Participating local governments include Amelia, Bedford, Campbell, Charlotte, Nottoway, and Pittsylvania counties. The purpose of this project is to build fiber to the home (FTTH) broadband service to approximately 24,641 unserved locations.
Project activities include engineering, 2,296.2 miles of fiber installation, fiber splicing, installation of electronics to light fibers, and fiber drops to homes, businesses, and community locations that sign up for service.
WPPDC signed the grant agreement with DHCD on August 11, 2022.
Current project status:
RiverStreet Networks (RSN) is actively progressing with the design and construction phases of the Fiber To The Home (FTTH) network for various project areas. The project is divided into service areas by county, with updates on each area as follows:
The preliminary design for fiber installation is complete in all counties: Bedford, Campbell, Charlotte, and Pittsylvania. Field staking is complete in Bedford, Charlotte, and Pittsylvania counties, with Campbell’s field staking being in progress (95% complete). Construction drawings are in progress with drafting and permitting activities ongoing in all counties. Construction contracts are also in progress, with some areas reaching 75% completion.
The total linear feet of fiber installed are as follows:
- Bedford: 990,165 feet
- Campbell: 1 foot (early stages of deployment)
- Charlotte: 3,049,092 feet
- Pittsylvania: 4,643,680 feet
Fiber design and site preparation are ongoing, focusing on meeting the needs of the community while future-proofing the network for growth and development.
The construction start dates for each area are on track with VDOT permits having been filed and are awaiting approval in some regions. The project is in the process of acquiring material yards for storing construction materials, and site preparation for these yards is
also ongoing. Once the design and field surveying phases are completed, the team will proceed with detailed drafting and provide installation instructions for construction crews.
Construction is underway in Pittsylvania and Charlotte counties, with continued design work in the other areas.
RSN is on track to meet construction milestones, and once design and preparation work are completed, they will move forward with full-scale construction to connect homes and businesses in the region with reliable high-speed fiber networks.
