The West Piedmont Planning District Commission (WPPDC) is pleased to announce the release of a Request for Proposals (RFP) for a Regional Stormwater Vulnerability Assessment. Funded by the Department of Conservation and Recreation’s Community Flood Preparedness Fund, this initiative seeks qualified contractors and consulting firms to help WPPDC and its member localities better understand, map, and address stormwater and sewer infrastructure vulnerabilities across the region.

The RFP invites consulting firms with demonstrated expertise in stormwater and sewer analyses, flood risk assessment, GIS and data integration, stakeholder engagement, and resilience planning. The selected consultant or team will assist WPPDC in identifying and prioritizing critical infrastructure vulnerabilities and develop a comprehensive list of recommended flood mitigation projects and policies for both local and regional implementation.

This assessment will serve as a vital planning tool to support ongoing flood mitigation efforts, critical infrastructure improvements, and nature-based solutions throughout the region. It will also enhance applications for state and federal grants and contribute to long-term resilience planning, aligning with the most recent Regional Hazard Mitigation Plan and the forthcoming Virginia Flood Protection Plan.

The WPPDC service area includes Franklin, Henry, Patrick, and Pittsylvania Counties; the Cities of Danville and Martinsville; and the Towns of Rocky Mount, Boones Mill, Stuart, Chatham, Gretna, Ridgeway, and Hurt.

Sealed Proposals and Statements of Qualification must be received by 4:00 p.m. EST on July 3, 2026, at the West Piedmont Planning District Commission, 1100 Madison Street, PO Box 5268, Martinsville, VA. Interested parties are encouraged to review the full RFP and submission guidelines.

Interested firms can find the RFP on the WPPDC website and on the eVA marketplace (https://eva.virginia.gov/).  For questions or more information, please contact Paul Jadrnicek, Community Development Specialist, pjadrnicek@wppdc.org.
